I think a player should have to play a position for most of the year to be voted to a position. So if team A has a great SS and another team has a good SS, coaches wink wink and put the other kid at 2nd base just to get him an award.

This is just my opinion, but I've always thought that there should NOT be a SS and a 2B, but there should be MIF when it comes to voting.
Generally, the SS is the best position player on the team, and this helps minimize those issues. Also, the 3rd team shortstop is quite often a superior player to the 1st team second baseman. Not always, but you get the point!
Finally, the All-Conference stuff these days is so watered down, that it carries less meaning for me. I know it's a big deal for mom and dad, and for some of the kids. I get that. But, when you have 6 and 7 team conferences vs. 10 and 11 team districts...the math is fairly straight forward.
