Is it better to be a good player on a good team or a great player on an average team? Looking at catching a scouts eye or being recruited for a college.

It doesn't matter, it only matters what the coaches or scouts thinks. If you look at the 2 things you just stated the one constant is that your son's skills did not change
IMO, good player on a good team. More coaches and scouts may watch the good team than the average team and ;thus, your son and others will have more eyes seeing them.

This question comes up a lot. The advice that makes the most sense to me is to play for the best team on which he can get consistent playing time.

Agreed with the others. Play for the best team you can get playing time on.
Also I think that playing for a team that has pitching that projects to the collegiate level also has benefits. Always amazes me at events how many coaches will show up to watch pitching.
At WWBA Underclass this year in the game my son pitched the opposing pitcher was a young man from Iowa who is a lefty that is highly ranked and ran it up to 89 and not committed. Roughly 45-50 college coaches watching that game. A great opportunity for all the boys on that field to show their stuff.

Agree with playing on the best team you can play on. The team will attract more scouts than one great player. He normally pitched in relief after a 6'5 lefty who was hitting 90+. There were 30+ scouts/coaches at some of those games....my son wouldn't have had 3 watch him if it wasn't for the starting pitcher
