I thought that after Nov. 7, 2016, D1 schools were not allowed to leave their own campuses to participate in recruiting events or camps (until the quiet or dead period is over)? Yet we received 'another' email that show's that this may not be the case? Am I misunderstanding the new rule?

From an email received today from USC:

Camp Details:

The USC, CSU Bakersfield, Occidental, Pepperdine, San Diego State and UC Irvine Winter Prospect Camp is an experience of a lifetime. Ball players will play 3 games and be coached and evaluated by some of the country's finest instructors, gaining knowledge in the mental game, nutrition, speed and quickness, strength and conditioning, and fundamental training.

THE WINTER CAMP OFFERS AN OUTSTANDING OPPORTUNITY TO BE COACHED & EVALUATED BY SOME OF THE TOP COACHES IN THE COUNTRY. SPOTS ARE LIMITED, SIGN UP TODAY!

For $650 no less (and additional parking fees)......ouch! lol

Anyone aware of the 'loophole(s)' that allow these other D1 programs to leave their campus' to participate in another D1 schools camp? Are they just not allowed to attend a 'showcase camp' put on by someone other than an actual college?

Things that make you go.....Hmmmmm

I havent seen any other events where there will be recruiters from D1 at showcases during the dead period. Most of the shools who have emailed my son have been trying to get him on their campus because they cant go to any other events to see him. The concept of "working" an event is not a new one. I have seen other showcases make that claim but not during this period.

Mmmmm. Just wondering if they found a little loophole to exploit.

Here's what my son got in one of the D1 camp invite:

Please be advised of a recent change to the Division I recruiting calendar respectful to the quiet period which begins November 11, 2016 and ends February 28, 2017.  During a quiet period, a college coach may only have face-to-face contact with college-bound student-athletes or their parents on the college’s campus.  A coach may not watch student-athletes compete (unless a competition occurs on the college’s campus) or visit their high schools.

Given the change to this legislation only non-Division I coaches will be invited to observe and/or work at the [Our College] Baseball Academy events in January and February.  Likewise, this is an opportune time to be seen by, work with, and visit with the [Our College] Baseball Staff since they too will not be at other events until the quiet period is over.

Rules interpretation is an art, but I don't understand how the non-USC D1 schools could get around this new rule:

13.12.2.3.2 Institutional or Noninstitutional, Privately Owned Camps/Clinics—Baseball.
However, during a quiet period, an institution’s coach or noncoaching staff member with responsibilities specific to baseball may be employed (either on salaried or a volunteer basis) only at his or her institution’s camps or clinics.

Agreed. Here is the NCAA publication detailing the background of the rule:

Source: NCAA Division I Council (Competition Oversight Committee) (Baseball Committee)

Effective Date: August 1, 2016

Proposal Category: Amendment

Topical Area: Recruiting

Rationale: This proposal will make it impermissible for a baseball coach or an institutional staff member with responsibilities specific to baseball to be employed, during a quiet period, at other institutions' camps or clinics or noninstitutional, privately owned camps or clinics. The quiet period is a period of time when it is permissible to make in-person recruiting contacts only on the institution's campus. No in-person, off-campus recruiting contacts or evaluations made be made during that time. This proposal coincides with another proposal that will move the beginning of the fall quiet period up by nearly a week. Making it impermissible for coaches to work at off-campus camps and clinics during this time will assist in keeping coaches on campus during the nonchampionship segment. Furthermore, it allows coaches to provide more attention and time focused on skill instruction for current student-athletes.
