I hope that's not the whole story or the whole stated process.  What happens when the opposing coach disputes the count later in the game when the P is at or nearing a limit?  Who has final word?  You sure as heck don't want the PU to be tracking pitch count himself during the inning.  

The best way would be for official book to state to PU at end of each 1/2 inning what he has and have PU quickly state to each bench what that count is.  If no rebuttal, that count is official.  A 15 second process between each inning.  Eliminates 95% of potential problems.  Even then, it's still gonna get messy when a visiting coach has a different count than the home book between innings.

I wish I knew exactly what the entire Ca rule was, but as yet as far as I know it hasn’t been released, even to the school ADs. Because I talked to a CIF rep I know the rest requirements are:

1-30 no rest required

31-50-1 day

51-75-2 days

76-110-3days

More than 110-4 days

 

Unfortunately, I’ve only read about the requirement of the umpires in various articles and heard some folks talking about it. No matter what the process ends up being, there’s gonna be problems. My guess is those problems will be handled in typical “whack-a-mole” fashion as they pop up. It would have been so much easier on everyone if NFHS would have just written the rule and been done with it.

 

A problem I see is when there’s a tournament of some kind that involves teams from different states or teams play games in another state. We had a pitching limitation issue some years back when we were playing in the Jr Olympics tournament in Az. NFHS said the rules for Az prevailed. Turned out that the one they had in Fl were playing with the Fl rule, and when they combined the players in Az they had to us the Az rule.

 

We have a lot of teams play regular season games in Nv, Az and Or, and I’m sure other places have their problems as well. FI, I grew up living in Oh but right on the Oh/Pa boarder and we played a lot of our games in Pa. Without having a national rule it’s just gonna cause more problems.
