I think I know the answer to this but going to ask the question anyway. Rule 7:3:2 states that a batter shall be called out if he hits the ball with a foot completely out of the box and on the ground, or touching home plate. Am I correct to assume that touching home plate also requires a hit ball?

You are correct.

Keep in mind that any batted ball suffices for this call--if a batter has a foot entirely out of the box or touching home plate and foul tips it, it is an out.
