But I'd be selling you short if I didn't add that 87 mph on the left side is NLI / baseball scholarship Velo.
The good news is the 'letter of intent' works BOTH ways. Meaning you can verbally agree, but you are still technically a free agent...you haven't signed anything. And furthermore if you verbally committed then were to be offered baseball money at another school, trust me they would understand. They wouldn't be happy but that is on THEM. That is their mistake for not locking you up. As far as them exceeding their 2016 player budget. Sure, that may be true but I guarantee you that if they see a uncommitted 2016 RHP next weekend that is touching 97 they WILL find the money.
Unfortunately, you can only really gauge how bad they want you or value you by the offer. And when the offer guaranteed roster without baseball money their risk or exposure in minimal. However, yours is HUGE. You only get one shot to get this recruiting thing right.....They can shoot and miss. You can't!
If this is your 'dream school' and you are cool w the risk of playing without a scholarship, Then Congrats!! and get after it!! But something tells me you wouldn't have sought advise here if you were 100% confident with that arrangement.
I'm gonna tell you to keep your options open. Sounds like not many schools have seen you throw. You may want to go ahead with some high exposure tourneys and see what your true value is.
Lastly. A LHP w/ 87 mph is hard to find. They're out there but they go quick.
PS: As far as travel ball goes: Pick the TOP team in your area, go to the website and contact the Coach. Tell him you are a LHP that tops 87-88 and you are available to pitch. They WILL use you. You can never have enough pitching at a tourney. My 2016 plays on the top #3 team in the Country and they ALWAYS bring in outside guys- Good Luck!
