"All", huh?   That seems unusual to me.

 

There is a definate connection with good mechanics and velocity at a young age developing into the same thing years later.

I agree that good mechanics are definitely the main key.

 

Anyway, I know a kid that was small and pitched very well for location and had decent mechanics with low velocity due to his size.  He matured in HS and his velocity went past many of is former players as became much taller than anyone thought he might.  So, there's other factors involved that effect where one's velocity winds up.
