Reply to "1st and 3rd"

He does not have to make a throwing motion when he steps to third, but if he stays engaged when he goes back to first he has to throw. If he disengages on the step to third he does have to do anything except to step back at first. As long as he seperates at some point before reengaging then he is fine.
