They did it to gain the regional host, knowing they could not meet the need or should have known they could not make the need. If KY lied about dorm accommodations that is not right. But if the NCAA didn't do any research (you could literally google "what is there to do in Lex KY this weekend") it's on them. They are the governing body and ultimately responsible.
