I think "drop downs" was in reference to #'s "35-40+" on the roster/depth chart of HA P4 teams who may be cut loose looking for new homes in lieu of rule changes. It's already happened this year. Moving forward, that same group of recruits (in spirit) will potentially change supply/ demand dynamics down stream.
