Pro Rules states that when a balk is call the it's a delayed dead ball.

Pro Rule: Count on batter is 0-0. FU calls balk, pitcher pitchs, PU makes call. Lets say its a ball.

Is the count on the batter 1-0, or is it a delayed dead ball since the batter didnot hit the pitch and the count remains 0-0?

Both books: No count on the batter. It is neither a ball nor a strike. When a balk is called, the PU will not make a ball/strike call.
