Apparently your coach believes that the base is unoccupied if the runner isn't standing on it.

Anyway, balks are covered under Rule 6.2.4 in the NFHS Rule book.

NFHS rules aren't printed online but you can order rule books (and Case books too) from NFHS.org or by phone at 1-800-776-3462.
