Jamie Moyer was decent 5th starter material for a few years with similar stuff (though much older), but he was much much better than Zito was in his mid 30s. The biggest obvious difference between them was Moyer appears to have had substantially better control at this stage of their respective careers.
I doubt Zito's really capable of being a successful MLBer without better raw stuff than you're describing.
