It is against the rules for one 4 year school to recruit players from another 4 year school. It is tampering and is subject to penalties.
It is normal for JuCo players to be recruited by 4 year schools while they are still attending (and playing for) the JuCo. Most of this recruiting occurs during the fall of the players soph year.
Whether or not a problem is created by the recruitment depends on a number of things. Like who initiated the recruitment (player or school) and whether it’s being done with the knowledge (and consent) of the JuCo HC.
Having said all that, people work around these rules quite often. The schools know how to do it. Players and parents usually don’t. Whenever a player isn’t content at one school and contacts another school (or even worse if a parent does this) the first phone call is usually from the HC of the school that was contacted to the HC of the school with the player trying to leave. And that almost always works out poorly for the player.
I guess that a "third neutral party" is often used to broker interest to the player?
