When I think of "best instructors anywhere" my educated guess would be:

Ray Searage - Pitching coach, Pittsburgh Pirates

Charley Manuel - Hitting instructor

Omar Vizquel - infield instructor

When it comes to my particular state, that is hard to say, as I have not seen every instructor teach....
