Taking away 35 football scholarships would save less than $1 million.

The problem at Cal is a $13M deficit, which they hope to reduce to $5M, through cuts and increased revenue from the PAC-10 realignment.

I quite agree that Cal values football more than baseball. So does all of the collegiate sports fan base.
