D5-D7 are screwed.   

It was done in this manner to eliminate tons of wild card games and to help reintroduce the at large team.  For example.....2 years ago Santiago was ranked 20th in the state but did not go to the playoffs due to the fact that they finished 4th in their league.  Although you have a point stating that team are "screwed"  if you were to look at the teams tons of the teams are not even playoff teams.  In each division there are "Automatic qualifiers".  These are teams that are year in and year out playoff teams.  For example, in D2 there are 29 teams that are automatic qualifiers.  This means, theoretically, there will be 3 at large teams.  Doesn't mean it will happen but that is the theory.  The further you go down in divisions they are filled with teams that do not make the playoffs in any way shape or form.
