College Summer League Coaching Restrictions

Now that I'm learning the ropes of summer league rules, I've learned of this rule, which apparently is being "emphasized" now by the NCAA: If a summer wooden bat college league team has a D I, II, or III coach on its staff, head coach or assistant, that summer team can sign no JUCO players. Apparently the NCAA felt too much recruiting was going on by summer league coaches.

I understand the rule but it seems like typical NCAA overkill. Simply prohibiting signing with the school of a summer league coach would do it, but as it is, NCAA assistant coaches' summer job opportunities will diminish, or placing JUCO's will be more difficult.
