Yes OSAP gives 3500 grant that isn't repayable. The college has to be on their list or you can ask them to list a college if it isn't on the list. You also can get a low cost student loan that you start paying back 6 months after you graduate and it is amortized over 10 years. You can also get interest relief and extended pay back periods if you can't find a job.
I am not a big Lumely fan but he does have a lot of connections. He is busy with Western University tryouts and exhibition games.
I believe there are some colleges in Western Canada that may be a fit for you. I don't know much about them but The College of the Caribou comes to mind. With the internet you should be able to find out about them.
I am not sure what the JR Intercounty League is.
