A top prospect, regardless of whether he wants to be drafted or not, makes his college decision a priority before the draft.
Because they are top prospects, they have the luxury (others don't have) of being advised in taking their visits and taking their time with their decision. Where they decide to go to school and play and their scholarship amount plays an important part in their draft position.
