In simplest form:

At this point of your son's timeline no direct contact is allowed unless it is on campus or at a camp/clinic being provided off campus.

September 1st of the fall of his junior year he can receive direct emails.

July 1st after his junior year he can receive direct phone calls.

Your son can call at any time but if the coach does not answer the coach can not call back until after that July 1st date.

Edited to add: This is the D1 timeline. I think it holds for D2 and D3. If not someone will correct.
