Curious

I was wondering if someone could give input to this.
I noticed from reading BB America that many of the top signed pitchers have put in few innings while some of the lower round pitchers have lots under their belt. Not necessarily this past year's draftees.
Do the teams realize that development is a slow process and limit their big investments while making their other pitchers be workhorses?
