In my opinion players not on the active roster taking up scholarship money and roster spots at the D1 level are pretty rare. Players that suffer career ending injuries get roster waivers as I recall.

The harsh reality is that at all levels but especially D1 college coaches are very adept at shedding unwanted players no matter the reason.
