Dead Period—D1 transfers

Does anyone know the rules right now? For a current D1 baseball player that is transferring now, what sort of contact can his future prospective college coach have with him this month or next month.

is it only by phone or email right now? Can they reach out to him proactively?

trying to make sense out of all this mess.
