Delivery Time to Plate With Runner on First

A scout told me tonight my son is 1.15 to the plate with a runner on first and told me the MLB average is 1.3. He picks off a relatively high number (has a good move to first) and there have been way above average caught stealings this year. Our catcher is OK as far as arm strength but not great.

What are good times for runners from first to second? What are some of the better times to the plate you know of?
