Do players recruit players into the portal

Let’s say a team is loaded except for a crucial need. The coach can’t approach a player on another team. But, do coaches (wink, wink) tell their players to talk to players on other teams about entering the portal?

What made me think of this is watching Boston University play Minnesota in hockey tonight. BU was loaded last year and even more loaded this year. But, their stud goalie left college for the NHL. BU lacked a quality goalie,

The goalie on a very bad Brown University team transferred to BU. He’s now headed for the Frozen Four winning more games this year than the last two combined.
