Higher seams on the ball and electronic strike zone.  

The reports on fangraphs and other sites I read were that the electronic strike zone would make the strike zone larger and not smaller.

Im all for electronic zone but then you likely would have to tighten up the rulebook zone or there would be even more strikeouts.
