Basically, it is a process that allows a team to draft a player, monitor his development for a year at a junior college or community college, then sign him the following year. Last year's draft and follows must be signed no later than one week before this year's draft, and those will be the last draft and follows. Starting with this year's draft, DFEs (draft, follow, evaluate) will no longer be allowed since there is a mandatory August 15 date to sign draft picks.
