Draft eligibility of 20 year olds.

I think that I once read somewhere, that if a young man was 20 years old at the time of the draft, even if he was only a sophomore at a 4 year university, but would turn 21 within 45 days after the start of the draft, he was draft eligible for that year. Could anyone tell me if this is in fact true. If it is, where can I obtain this information officially from Major League Baseball.
My second question is, if the player is eligible, is he permitted to use an agent as an adviser in the way draft eligible high school seniors are permitted or does the NCAA have rules about that.
