FWIW, I read the article as saying "maybe MLB should draft HS pitchers who are touching 92 or 93 as seniors and develop them to mid to high 90s guys from age 18-22, rather than drafting the senior touching 97 or 98, having him blow out his arm, and losing 18 months of development." But maybe I'm reading to much into it.
