Whether the batter leans in the zone or not is not relevant. If he is hit in the zone it is a strike.
As to the Fed/NCAA HBP diference. The NCAA rule isn't superior, it's easier. It requires no thought to call the rule in college, the Fed/OBR rule requires judgment.
