As far as I know, NCAA has nothing to do with the requirements for academic merit scholarship, right? For my son's school, ACS/SAT is waived for admission purposes, but is still required to qualify for academic scholarship.

Correct, the NCAA doesn't determine if your academics are good enough to receive academic aid. But NCAA rules state what aid you can receive along with athletic aid.
