Not sure about NY, but in CA they did not make velo visible to spectators or report it to the players. However, they did deliver a "scouting report" to the coaches, which included velo.

That said, there are a lot of coaches with Stalkers there, so it's not too hard to see how hard a pitcher is throwing.
