There are 4 Conferences in each Region...therefore, the top 2 from each Conference will go to Regional play, for a total of 8 in each "Region".  They will play it down to the top 2 teams from each Region, which will create a "Final Four".  Those four will compete in the State Tournament.  (formerly, there were 8 represented at the state level).

 

The screwy part is that each conference can dictate how the "top 2" will qualify for regionals.  In 4A Conference 18, the regular season winner does NOT get a automatic qualifier.  You must play in the tournament championship game to move on.  This proved to be ill-advised during basketball season, as both Nansemond River and Heritage, (the No. 1 and 2. ranked teams in the state for 4A), both got upset in the conference tournament.  Therefore, NEITHER went to regionals.  Season over.

 

Other conferences may choose to (and have) automatic qualifiers.
