Is Exit Speed and Bat Speed at Impact the same thing?

I know exit speed is the speed of the ball leaving the bat...and Bat speed at impact is the speed of the bat but are those things at that moment the same thing? In other words, if a questionnaire asks for exit speed, is it accurate to put down the "bat speed at impact" number? just wondering.
