is the outfield arm overated

people talk about 1.how strong the outfield arm is 2. how much carry the ball has 3. how far can you throw
but in reality how important is the outfield arm. in the major leagues i believe the person with the most gundowns from the outfield had 16 over a 140 game period. should the outfield arm be less of a factor on a scouts list
