Yes. There are several times each year when balls that bounce out are called HR's and HR's are called ground rule dbls when there is no wind screen. Also it helps the outfielders when tracking back for fly balls. Sometimes its hard for them to judge the distance to the fence when running back. And it helps like a batters eye as FF stated. I hate to play at parks that do not have wind screen. And lastly it just looks a lot better.
