What role does the MLSB play in actual scouting for the draft? What little I've been able to gather is the MLSB has scouts, but these scouts are not tied to a specific big league team. All player reports provided by MLSB scouts are distributed to all big league teams and each team can send one their own scouts for further evaluation based on the initial report by the MLSB? Is this correct?
