I find it a little insulting to MLB GM's and scouting directors to imply that a father can control the draft. That was the clarification I was looking for. It is not commonplace.
It may be attempted regularly by those full of themselves---but it is not successful regularly.

The imposter father comment was simply reflecting my biased opinion of the father I describe above.
