Medical hardship and eligibility question?

Player medical hardship at D1 as freshman last season. He is close to finishing rehab and will attend a juco in order to play right away. Hopes to play 2 seasons for Juco and return to D1 or D2 for remaining 2 seasons of eligibility.

We are confused as to how the progress rate works for D1 or D2? Not sure on credits needed, or if player can be considered a junior for progress. Can someone shed light on this please.
