Watched last night's game, Suter, Brewer pitcher, worked extremely fast. Well, that was his desire. Instead, batter steps out of the box between every pitch and intentionally takes his time, in order to slow down the pitcher.

Think MLB tried to do away with this but either eliminated the rule or does not inforce it.
