Drafts already artificially hold down bonuses and contracts by limiting negotiations to only one potential employer. MLB tries to further hold down potential bonuses with their absurd slotting system. I see no need for a rookie cap or anything similar. If a team is willing to pay a player X amount of money, then he is worth it to that team.
