My 2017 had no offers after last summer, so he picked four D1 schools he liked and went to a fall/winter camp at each. He eventually got offers from all four schools, one in a P5 conference. Based on that experience, I feel confident saying that is an effective use of limited dollars and would likely apply to your son's situation.
