But to be clear, that is in reference to a 2nd transfer for an athlete who isn't eligible for the one-time transfer exception (typically because they already used it up). And this should not impact a standard 4-2-4 transfers. Bottom line, it will make it less likely that you can play immediately after your 2nd transfer.
