It can be, sort of.

Take an award from time of throw, for example: the umpire needs to determine the last legally held base by the runner at the release of the throw by the fielder. This can call judgement into play, especially in a two man, or, God forbid, a one-man crew.

But, where the runner is, in reference to his position between bases, 1/2, 2/3, 9/10's, means nothing.
