I don't think this guy meant politics as far as playing time complaints or daddys a booster type stuff.
I think it had more to do with the second thing you mentioned. If there isn't a stud that everyone wants to look at or it's a school that always puts out elite talent the scouts don't come out to HS games. They just don't have the time or resources when they can go to a camp or tournament and see several stud players at once.
I could be wrong thats why I'm asking for other points of view.
