There are different rules for D1, D2 and D3. The rules recently changed, including red shirt rules, transfer rules, etc. Yes, you can get it all on line. Some schools do not have "fully funded" scholarships. Some schools have actually been penalized and have lost some of that scholarship 11.7.
The rule that probably applies here is the minimum percentage a D1 can offer for a scholarship. This percentage has increased in the past few years. Not sure what it is now, but it was 20%. Therefore, giving a full 100% really ties a coaches hands. I believe some players are recruited with the hope that next year the money will increase.
