In this video he is out. Is it because in the explanation of a foul tip it becomes a foul ball when after hitting the mitt it bounces off mask, chest, etc... except his mitt or his hand? I realize im trying to recite the rule from memory so i may not have it completely correct.
Is it the same in fed, NCAA and MLB?

The part I highlighted is NOT true. The play in question was a foul tip and a strike. Since it was strike three, the batter is out.

Once a ball goes "sharp and direct" (sic) to the catcher, it can only be one of two things:

1) If it first hits the mitt or hand and is caught, it's a foul tip; if it's not caught it's a foul ball.

2) If it first hits anything else, it's an immediate foul ball -- it cannot be caught for an out.

Yes, this is the same in all rules codes.
