Yes as previously mentioned, arm speed in the OF doesn't matter if you can't hit.

If a team has of guys that can hit and throw, they will generally try to get someone in the high 80's to 90 range in RF. You live with someone at 80 in LF and CF.

imo if you can throw 92 from RF you'll be a pitcher not an OF!
