Parental Hold-back year.. NCAA rule???

I'm being told my 6th grader (now in 11u and a 2021 grad) needs to be held back before entering 8th grade as NCAA rules (I may have that wrong - it might only be some state rules) disallow a HS and or college redshirt year if parents hold back their child in 8th grade and on.
